eLearning for Government Training Programs in India
Government eLearning in India is now a standing requirement rather than a project, and the courses that survive contact with a real department are the ones scoped around competencies, SCORM 1.2 packaging and multiple languages from day one. The iGOT Karmayogi platform alone carries more than 1.7 crore registered users and over 5,600 courses across domain, functional and behavioural competencies, in 23 Indian languages. If you are a ministry, a state training institution or a PSU with training to move online, the hard part is almost never the build. It is writing a specification that a vendor can price honestly and a sponsoring officer can approve without three rounds of rework.

Why government training moved online, and stayed there
Mission Karmayogi, the National Programme for Civil Services Capacity Building, was approved in September 2020 with the stated aim of shifting civil services human resource systems from rule based to role based. Five years on, that is no longer a policy document. It is a delivery pipeline with numbers attached.
As of August 2026, the iGOT Karmayogi platform reported more than 1.7 crore registered users and over 5,600 courses. Every Union ministry and department, and every state and union territory, has been onboarded. Karmayogi Bharat and the Capacity Building Commission have signed tripartite agreements with 30 states and union territories. In April 2026 the Commission ran Sādhana Saptah, which pulled in over 100 central ministries and departments, more than 30 states and union territories, and over 250 civil services training institutions in a single week.
Here is the part that changes procurement behaviour, though. From the reporting year 2025 to 2026 onward, central government employees and All India Services officers are required to complete prescribed courses on iGOT annually, and those completions are captured in the Annual Performance Appraisal Report. Once training completion touches an APAR, the demand stops being seasonal. Departments need courses that exist, work on a phone, and can be updated when the underlying circular changes.
The same pressure has reached public sector undertakings and state departments, which mostly run their own LMS deployments rather than iGOT. The subject matter differs. The constraints do not.
What actually changes when the learner is a government officer
Corporate eLearning and government eLearning look identical in a proposal and behave nothing alike in production. Four differences do most of the damage when a vendor has not worked in this space before.
The device is a phone, and often not a new one. Field officers, block level staff and frontline workers are completing these courses between other duties, on whatever handset they own, frequently on a patchy connection. That single fact removes a lot of design options before anyone opens an authoring tool. It usually means a reflowing build rather than a fixed-ratio slide build, modest file sizes, and audio that is genuinely optional rather than load bearing.
The content has a legal spine. A corporate module can paraphrase. A course on a government scheme, an act, or a service delivery protocol cannot drift from the notification it is based on. In our experience the practical consequence is that the storyboard, not the finished course, is the real deliverable to argue over, because that is the last cheap moment to correct a definition.
Approval is distributed and slow. Corporate sign off usually sits with one L and D lead. Government sign off can involve a subject matter expert, a sponsoring officer, a training institution and sometimes a nodal ministry, none of whom are full time on your project. We plan two structured review rounds and assume the second will surface a policy correction rather than a design comment.
The platform is older than the pitch deck. Most Indian government learning platforms and PSU LMS deployments were specified some years ago and still run a SCORM 1.2 profile. That is fine. SCORM 1.2 does exactly what a completion and score requirement needs. It just has to be known before the build starts, and it has real limits, including a small suspend data budget for bookmarking. Building for iGOT Karmayogi specifically
If the destination is iGOT, a few things follow that are easy to miss.
Courses on the platform are organised against competencies, so a course that begins as a set of topics has to be mapped to the competency it builds before anyone will publish it. Get that mapping done in the outline stage. Retrofitting competencies to a finished course produces the kind of vague objective language that reviewers reject on sight.
Duration matters more than page count. A prescribed annual course that an officer has to finish alongside a job wants to be a defensible 30 to 45 minutes, not a padded ninety. Because a large share of learners are on phones, we build the bulk of these courses to reflow and reserve custom interactive screens for the two or three moments where an officer actually has to make a judgement call.
The platform is also moving faster than most contributors expect. The 218 courses on artificial intelligence and emerging technologies now on iGOT have recorded more than 7.3 crore enrolments and more than 3.35 crore course completions. AI subtitles and transcripts are being generated for courses in 11 major Indian languages. A course written in 2026 should assume it will be sitting next to that, not next to a slide deck conversion from 2019.
Our opinionated take: most government eLearning is over-produced and under-written, and the procurement format is what causes it. When a tender asks for a number of screens or a number of interactivities, the vendor optimises for screens and interactivities, because that is what gets scored. So courses arrive with drag and drop activities that teach nothing and a definitions section nobody checked against the gazette. We would rather spend a week with the subject matter expert and ship fewer, plainer screens that are correct. Departments can force this simply by scoring the sample storyboard instead of the sample screen. Almost nobody does, and the quality of what gets published across the sector reflects that choice.
Language is a design decision, not a line item
Multilingual delivery is where government projects most often go over budget, and it is almost always self-inflicted.
The cost of translating a course is roughly proportional to how much of the content lives in editable text rather than baked into designed screens or burnt into video. A course built with text in editable blocks can be versioned into four languages for a fraction of what it costs to rebuild four language versions of a course where every screen is a designed composition with text on top of artwork.
So decide the language list before the first storyboard, not after the English version is approved. If the answer is "English now, Hindi later, maybe two state languages after that", that is still a decision, and it changes how we build the English one. The same logic applies to voiceover: a course narrated wall to wall costs four times as much to localise as a course where narration carries the emotional beats and text carries the facts. One state-level data point worth holding on to. Odisha, which signed an agreement with Karmayogi Bharat and the Capacity Building Commission, has 4,31,725 officials onboarded on iGOT and 31,72,167 recorded course completions. That volume of completion happens when courses are reachable in the language and on the device the officer already has.
How to write the specification so bids are comparable
Let us be real about why government eLearning bids come back with a three times spread. It is rarely because one vendor is three times better. It is because the specification left four things open, so each bidder priced a different product.
- Finished duration in minutes, not screens. "A 40 minute self-paced module" is a specification. "60 screens" is a costing input dressed up as one.
- The standard and version, in writing. SCORM 1.2, SCORM 2004, xAPI or cmi5, plus the LMS it has to pass on. Test it against the live platform before final payment, not on a staging server nobody uses.
- Languages, and who supplies the translation. If the department supplies departmental terminology, say so. If the vendor is expected to source certified translators, that is a different price.
- Number of review rounds included. Two is normal. Unlimited rounds is not generosity, it is a price the vendor has already loaded somewhere else.
Add one more if the material already exists in classroom form, which for training institutions it usually does. Say clearly that this is a conversion, not an original build, and hand over the manuals, case studies and trainer notes up front. Conversion keeps the subject matter that has already been vetted through years of use, and only rebuilds the parts that depended on a trainer standing in the room. The iGOT platform itself carries courses in 23 Indian languages, with 1,433 of its courses available in Hindi and other Indian languages, so plan the source course for translation from the first storyboard.
How long does a government eLearning course take to produce?
In our experience a 30 to 45 minute self-paced module runs about six to ten weeks from approved source material to a tested package, and the production work is rarely what sets that timeline. Content approval by the sponsoring officer and the review cycle are the long poles, so build both into the schedule rather than treating them as buffer.
Can a classroom training programme be converted rather than written from scratch?
Yes, and for most departments that is the cheaper path. Government training institutions already hold decades of tested classroom material, manuals and case studies. Conversion keeps the subject matter that has already been vetted and rebuilds only the parts that depended on a trainer in the room.
What should a department put in an eLearning tender to get comparable bids?
Four things settle most disputes later: the finished duration in minutes rather than the number of screens, the authoring tool and the exact SCORM or xAPI version, the number of languages and who supplies the translation, and the number of review rounds included in the price. Bids that leave any of these open are not comparable to each other.
