RCVP Noronha Academy - Digital Training Library for Madhya Pradesh
As Madhya Pradesh's State Nodal Institute under Mission Karmayogi, the Academy had to move a predominantly classroom-based training ecosystem onto the iGOT Karmayogi platform - across 55 departments and three competency domains, at speed and at scale.
Mission Karmayogi set out to transform civil services capacity building through competency-driven, digital-first training. RCVP Noronha Academy - the apex training institution of the Government of Madhya Pradesh, established in 1966 - was tasked with bringing the state's training ecosystem onto the iGOT platform. The Academy had completed its Training Needs Analysis across 55 departments and three domains: Behavioural, Domain-Specific and Functional. With the state's Capacity Building Policy 2023 making training compulsory for promotions, the urgency was real.

- Complete coverage: validated with the Academy that every department's behavioural, domain and functional needs were fully translated into digital courses.
- Storytelling-driven design: case studies, situational dilemmas and scenario-based learning instead of policy documents on screen.
- Production at scale: a modular framework with reusable templates and multi-stage review - instructional, visual QA and technical testing on every course.
500 eLearning courses delivered - including 20 SCORM-based courses - aligned to Mission Karmayogi's competency framework, covering all 55 departments and all three domains, optimised for iGOT with full deployment and LMS integration support. The Academy moved from a classroom-based model to one of the most comprehensive state-level digital training libraries in India, emerging as a frontrunner among State Administrative Training Institutes in iGOT adoption.
